Validity despite form depends on proof, not enforcement. Despite no universal police force, the rules of international law work every day. Everyday peaceful interactions among states, regulated by law. Focus in this course on how rules at international level to similar domestic, following scenario: Tina, a 17-year old, gets sprayed with a garden hose playfully by her father. To have a universal police force would put one state above others, sovereignty. Jaywalking; it is illegal however many will do it. Does she have age of majority? (does she have legal personality the ability to sue or be sued) In other words, what is the source of the rule that has been violated? (in this case, assault) So that there is no arbitrariness in the application of the law = rule of law. Cannot transplant gatineau laws and prosecute in ontario court (because they differ)
