Serious wrong , that"s when our ethics kick in. A traffic violation is technically illegal but it doesn"t trigger our ethics like other crimes do, like murder. Based on social norms and taboos: intuitional: feeling of disgust, revoltion, just an emotional reaction. This can develop over time, embedded in people. Behavior just starts to feel wrong, knows it"s wrong bc it feels wrong. As children, we sometime do petty crimes (stealing candy for example), but its because we don"t understand, we don"t have that intuition yet. In return, we follow a certain way to live. Agreement among equal parties and that we all agree that certain concessions are gonna be made. We would gravitate towards rules that are fair, that aren"t as harsh, no strong punitive elements. We want rules that would make our society work but that would cover all the bases, equally.
