Allow provincial minoriies to create a provincial cultural idenity. Quebec is an example they have a unique culture. French speaking canadians- minority in canada-majority in quebec. Create and amend criminal law is very powerful. Quesion was whether under the consituion the naional can assemble. Would it be unconsituional to have one of the provincial bodies to break of onto its own. Go through all this to come up with a conclusion. *no one is more important than the other: federalism - commitment to federalism. The two levels of government, complicated atempt at reconciling our commitment to diversity and unity. Naional government has a clear representaion and so does the provincial government guarantee that every province is represented: democracy- part of everything we do, majority rule doesn"t really work because of minoriies, adjust expectaions. Has to be lexible for decent voice especially in the large and diverse populaion of canada.
