State of liberals is left divided over conscription. 50% of canada lives in urban communities now. Rural canada doesn"t want to lose its foothold. Conservatives and liberals don"t cater to farmer so they create their own parties. Two cnadidates: w. s fielding, premier of nova scotia. He learned french so he could sway some french voters. Conservatives ask gg to dissolve parliament and he does. Recession in 1921-1925 but they do nothing to help farmers because of liberal majority. They don"t have strong effect because they are a minority. Borden calls the government the most inept and incapable administration in canadian history. Does not get many votes in quebec and west. Wlmk decides to side with progressive party to get a vote of non-confidence against conservatives and go into another election. So he says if he wins election he will adjust the tariff, transfer natural resources dealings to provinces and give farm loans.
