Small number of bad people who commit all crimes. People are predisposed to committing crime because it is human nature. Justice is two things: to have justice you need strength and security to impose rules, people are naturally inclined toward self interest. Life is short, brutish and nasty [in a state of nature] . So why do people obey: we obey because we buy into the system which has a set of primary core values, we follow these core values because the state will protect us from other. Crime sciences ad control (cs-c) theories have specific ways of answering hobbesian question: which informs unique approaches/assumptions about crime. Unlike most criminology cs-c are not concerned with motivations what clarke calls criminal dispositions. Very specific views of human nature; which informs how es-c view the issue of crime: they view crime as non-symptomatic. Human nature both wants more but also fears the repercussions of punishment and having nothing.
