Bill c51 - lowered threshold for preventive arrest on terrorist ground. Preventative arrest has been lengthened to 7 days without charges, legally. Cleared by charge - cleared otherwise - total cleared : court statistics (adults) assault level 1. Impaired driving failing to show to court theft. Mostly males who appear in court, younger in age, non-violent crimes. Number of women charged has increased signi cantly since 1970"s. Women will most likely be charged for violence. Overrepresentation of young adults - 30% of people who are charged. Are between 18-24. ( account of 12% population but 30% for people who appear in court) 1/3 sentences are incarceration sentences - 86% are 6months or less. Phoning people to ask if they did things that could be de ned as criminal. 2 strategies - rep. sample of population, or target particular groups. 86% would report personal criminal behaviour, started 1940, exploded in 1980"s.
