The reason why khafre"s pyramid is smaller is because it"s built on top of higher ground and so the peak on khufu and khafre are exactly the same height. The kings endowed property to produce crops for the deceased ruler, the smaller scale pyramid in front of khafre is almost certainly a temple to the deified ka of khafre. Each king had a priesthood to his deified self, they would be in charge of taking care of the endowed real estate to feed the king in his afterlife.
