The reason why khafre"s pyramid is smaller is because it"s built on top of higher ground and so the peak on khufu and khafre are exactly the same height. In most places, people would be buried as close as they can to the mastaba, any organisation was purely accidental. The orientation of burials around the pyramids however they seem to be planned, all the burials were made out of limestone (almost certainly means that they were gifts from the king to high ranking officials and aristocrats). The kings endowed property to produce crops for the deceased ruler, the smaller scale pyramid in front of khafre is almost certainly a temple to the deified ka of khafre. Each king had a priesthood to his deified self, they would be in charge of taking care of the endowed real estate to feed the king in his afterlife.
