Alternative to constitution is often referred to as: anarchy. Exists in states where state authority has broken down. Democratic constitutions will limit power; does this by identifying freedom and individual rights. The mechanism is often analyzed under 3 main functional headings: the legislature (making the law, the executive (implementing the law, the judiciary (interpreting the law) Federal state: canada is divides its power; reginal and national law making government. Prior to the charter of rights and freedoms in 1982; the courts mainly followed the federal and provincial legislative powers (they were overshadowed) Constitution rules are comprised of: written documents, decision of courts (common law, unwritten conventions : practices that emerge over time and are generally accepted as binding terms of the political system. Established methods through which holders of public office are selected. However, certain groups with an agenda have to turn to larger political parties or non electoral strategies in order to influence public and government policy.
