Labour (union), collaborating (trying to get together) with management with a third party (mediation or reconciliation board) where they work together to try and resolve the dispute. Tring to achieve a settlement through some sort of compromise. If no settlement could be achieved by this board then as a last resort a public report could be issued to evaluate the dispute and make recommendations on how the dispute should be resolved. Give an opinion on who was right or wrong within the dispute. Canada developed this type of conciliation policy in the early 1900s. Before you could legally strike or lockout (work interruption/work stoppage) you had to go through a conciliation process.
