(expect a certain % of success) Used to set goals and evaluate progress (kids with special needs have individualized education plans) Individualized (to what the kid is lacking in ex. verb tenses) Clinician-designed (vs. commercial) bc there are no tests for things like sign language. Few formal tests for children < 3 years that are reliable (bc there is a lot of variability and change at young age)
