Justinian ruler / emperor of the east roman empire trying to recover what has been lost in the barbarians (spain, africa) but ended up regained northern spain and north africa and italy and eastern coast. Western roman empire was totally gone eastern only remained. A new political equilibrium: the germanic/ western roman empire, the byzantine east, the arab empire after the 7th or 8th century.
