Industrial sanctions are used by both sides to move their opponents. Lockouts are less common than strikes, can be due to the fact that employers have the legal right to unilaterally alter many working conditions, which does not necessitate the implementation of sanctions. Arbitrators decisions are binding once the hearing is complete the arbitrator will consider the evidence and create a binding decision. Most arbitrators use final offer selection: two types of final offer selection: total package and item by item. A strike occurs when employees act in a manner that consitutes a refusal to perform work: which includes work to rule, sick out, and a slowdown. Lockout occurs when an employer refuses to allow workers the opportunity to perform their jobs. Strikes are more conmon than lockouts, though one often leads to the other. They do not agree on collective bargaining agreement, worker discontent, employer discontent.
