On the bottom level roman soldiers erect a trophy while non roman allies drag 2 prisoners to be tied to the trophy. This cameo refers to tiberius" victories over the people of alpine and danube. Augustus rather than tiberius because he is the emperor and therefore the victory belongs to him.
