Chilcot Report
The seven-year British official inquiring into the 2003 invasion and search for weapons
of mass destruction found the threat posed by Saddam Hussein was overplayed,
intelligence was flawed and the legal basis for the war was unsatisfactory.
He pleaded for people to stop saying he had lied about the intelligence that formed the
basis of the then-Labour government's decision to follow the US into Iraq and
expressed his "profound regret" to the families of British soldiers who had died.
Responding to the Chilcot report, Foreign Minister Julie Bishop said that the Australian
Government took full responsibility for its decision to back the US-led 20013 war on
Iraq.

Hope - Basic Principles
Hope as in the accomplished judge
Intelligence should be independent and robust
Collection should be separate from assessment
Collection of human and signals intelligence should be done by different agencies
Assessment should be separate from policy formulation
ASIO collection and assessment should be separate from law enforcement
The ONA should enjoy statutory independence
Ministers and senior departmental officials should be actively involved in providing
guidance to and monitoring the intelligence community
Intelligence activities should be conducted in accordance with the law of Australia
Cornall and Black
Challenge is to meet existing and expanding security challenges in an era of constrained
resources.
Increase the efficiency and effectiveness of the AIC; "improved policy setting, mission
integration and intelligence distribution", "more efficient and rigorous performance
evaluation", "outside input to support innovation", "new strategies for managing
intelligence collection in an age of abundant information" and "continuing to deepen the
quality of working relationships with the wider national security community."
"The investment made in the intelligence agencies has resulted in improved capability
and performance"
The challenge for the next 5 years or so, "will be to better align the AIC's priorities with
the new geo-political and technological realities facing Australia as a middle power
with global interests."
Intelligence is Not
Perfect
Precise
Decisive
Definitive
Always acted upon
Challenges
New security environment
Modern communications
Cross border operations
