The decline of Liberal international practices?
9/11: the U.S. disregards international liberal practices:
oUndertakes unilateral military action against Saddam Hussein in Iraq (2003)
oThe U.S. argued their case for the invasion at the UN headquarters, yet acted
unilaterally despite the lack of approval from fellow Security Council members
(France, Russia & China objected)
The lack of diplomacy & international approval resulted in the deemphasised legitimacy
of the U.S.
The Global Financial Crisis (GFC):
2007-8: GFC originates from the U.S.; affects American and thus world markets
(particularly Western states’ markets)
Many Western states enter a recession
The economic downturn of the GFC resulted in:
oProminent emergence of populist parties (particularly anti-immigration & anti-
European Union)
oDecline in popularity for neoliberalist economics
Path Dependence – Institutionalising the liberal world order:
‘Path Dependence’: hard for states change behaviours once decisions have been made
and institutionalised
Result: regardless of government changes, global state behaviour usually is largely stable
due to international integration
Actors other than states in the international political sphere:
Non-state actors’ roles in the international political sphere are increasingly significant
Many global corporations now have higher annual incomes than some states
oE.g. Walmart is richer than Norway
Exponential growth of Non-Government Organisations (NGOs):
NGOs are significant in international governance
Many NGOs are heavily involved in international consultancy, negotiations and crises
Many NGOs assist states and other non-state actors in the face of global issues
The active roles of NGOs can somewhat undermine the sovereign authority of a state
