International Politics
Week 3 Lecture 1 – After the Cold War – A New World Order?
After the Cold War:
Liberalism emerges as the dominant form of international politics
oCapitalist, liberal ideas underpin international actions
Francis Fukuyama’s ‘End of History’ concept
oArgues that liberal democracy is the dominant form of governance – other
governance forms will be eclipsed
The emergence of a liberal international sphere:
Liberal institutions already part of the international order
oPost WWII – United Nations
Post-1991: great push to create more liberal international institutions in the post-Cold
War and post-colonial world
Ideas of multilateral cooperation and negotiation dominate over war and coercion
International economic monitoring established with the creation of the World Trade
Organisation (WTO)
Neoliberalism:
Post-Cold War: global market-led economic development and deemphasised role of the
state
Liberal international institutions promote neoliberalist economics such as the WTO, IMF
& World Bank
Neoliberalist economics is used to justify the escalation of ‘globalisation’ – creating new
connections around the world to promote prosperity
Liberalism’s recognition of sovereignty:
Dominance of international liberal thought – the legitimacy of a state is only recognised
when a state’s government rules as a liberal democracy
‘Conditional sovereignty’ – sovereignty is now not immediately recognised;
governments must rule in accordance with liberal democratic principles
oDemocracy
oHuman rights
This justifies interventions in Kosovo (1990s), Libya (2011)
