LAW REFORM
What is law reform?
- The creation of a new law or the improvement of existing law
- We reform laws to evolve with societies values
o Amend
o Correct
o Codify
o Consolidate
o Harmonise
o Clarify
o Ratify
o Update
o Equalise
o Specify
o Generalise
o Control
- When looking at reform you need to be careful in language and not inflate questions
of compliance with effectiveness.
- Effectiveness: the degree to which something is successful in producing a desired
result
- Compliance: behaviour that conforms to the rules
Compliance should not, however, be equated with effectiveness. High-compliance
with low standards will elicit little benefit.
