Congress has come under fire in recent years because: Inability to solve pressing problems: shortcomings in representing the public, failure to keep itself in order, scandal, partisan polarization, belief that they are captured by special interests. Election reform requires the passage of new legislation, but rarely requires a constitutional amendment. There are skeptics of substantive policy links between campaigning and governing among winners and losers of congressional elections: meaning that those who win elections are not those best suited to make policy. There is a lot of disagreement about election reform between democrats and republicans: republicans favor high contribution limits or their outright removal, democrats are more favorable towards public funding and free media time. This will be reduced the control of business interests in wealthy: republicans favor marketplace approaches, while democrats prefer regulatory measures and government programs, they typically oppose each other and debate framed in terms of access versus integrity.
