With the meiji emperor restored, the reforms that were taking place under the shogun restarted at a crazy pace. One of the fastest modernizations in history. Blend of traditional and western concepts that were the basis of modernization and the reforms weren"t led by scholars as in previous eras. The leaders were concerned with not only military strength, but intellectual and cultural strength. Reforms reached every level of society and the goal was to make japan as sound as possible. Worked at the same time to maintain traditional values and integrate newer western ones into them so as to modernize. Came mostly from the samurai class and the samurai way of politics and life seeped into this new japan. Not much is known about him as a person because he was basically deified. Held strongly to confucian values and this helped shape society.
