If someone wants to translate the bible into a vernacular language, they have to have it approved by the church. If you sell an un-approved book, catholics will not buy it and the bishop can punish them in other ways: church authorities going to bookstores and making sure nothing is printed or sold that is unapproved. If you read or have any banned books, you will be excommunicated.
