Some electoral factors are meaningful and repetitive, meaning that they have been present and relevant historically. Democracy is commonly understood to mean rule by the people, but what that actually means is significantly more complicated and the subject of much debate. The most true, accurate understanding of democracy is understood by combining electoral, liberal, majoritarian, participatory, deliberative, and egalitarian. Majoritarian - what happens is what the majority wants. Deliberative - logic and reasoning should rule decisions. High participation in democracy is not necessarily beneficial if the population is uneducated or at varying levels of education. The above six conceptions, when combined, provide a good image of democracy. Some democratic conceptions are complementary to each other.
