The parties have become highly polarized along ideological lines, making it difficult ro resolve conflict and make policy when neither party has full control. Electoral politics influence everything members of congress do, collect and indv. Majority party directs and dominates the action. The rules and organizational structures of congress adopt have a delibrerate and crucial effect on dist of power and policymaking. Easier to stop things from happening than making it happen. Powers of congress: article 1 section 8 necessary and proper clause, foreign affairs, declare war, confirm presidential nominess, bills raising revenue originate in house nad senate righ to amend them. The electoral system: vote for president is separate, members are elected by plurality, some parlimentar systems use proportional representation (percent of votes = percent of seats per party.
