Sued the waste management company: 1982: warren county, north carolina: protests over a pcb landfill led to over 500 arrests. Lead to study that revealed of the off-site, commercial hazardous waste landfills happen to be located predominantly black communities, even though african- Americans made up only 20% of the region"s population: 1987 - toxic waste and race (commission for racial justice): first national study to correlate waste facility sites and demographic characteristics. Race was found to be the most potent variable in predicting where facilities were located: the 1991 first national people of color environmental leadership summit: probably the most important single event in the movements history. Attempted to address environmental injustice within existing federal laws and regulations. An environmental justice framework: seeks to prevent environmental threats before they occur, seeks to incorporate other social movements that want to eliminate discrimination (health care, housing, sanitation services etc)
