Terry and its progeny- officer safety is a lot of it two sketchy guy in a store walking around early 60"s officer pats them down for weapons. 2 in the morning: what"s wrong w/ this keep looking at each other and pretend to not know each other pat down sounds a lot like a search. Prevention - a concern for us not in 4th amendment not every right is absolute, can be overrided. There has to be a well carved out amt of government interest balancing our fears- make it a person you love in this potentially dangerous situation. Not manipulating anything, not putting your hands in pockets. ********* to make sure the officer is safe. Articulate that you think: they are armed and dangerous danger for you, officer and community.
