True peace dividend: there has been a significant decline in global military spending since 1987, for the first time in the generation"s history that grew up after world war ii. The fall in the developing world has been slightly smaller about 2 percent year: on a global scale, the cumulative peace dividend between 1987-94 was billion calculated as the net savings from reduced military spending. There has never been any other big peace dividend in history. Yet the misconception remains that at the end of the cold war there was absolutely no peace dividend established. There are at least two barriers to comprehension. In eastern europe and the former soviet union the virtual deterioration of economies washed away much of the savings from military spending. But western europe and japan have hardly cut their military budgets. Hence the common perception that no recompense has materialized for peace.
