Earl & chep were more moderate, so they won votes subtly in certain cultures so as not to offend others. Jungle primary w/ everyone running on 1 ballot then run-offs if no majority is reached. Run-offs are imp bc losing candidates trade votes for favors. Simply hoped to get appointed to federal judge position when r won p. basically, no 2 party system in la. Instead, ppl were divided btw supporting the longs or against them.
