Ratified with the promise to anti-federalists that they would amend it as soon as possible to protect their rights. Comes through on the promise to amend the constitution right after the republic was formed. 10 were accepted and became the bill of rights. Constitution bans any religious test to hold office. Created or set the structure for a secular government. These two amendments fill in any gaps that are left. The new nation: problems with trying to make a new nation work. Early nation was missing many things: internal. No roads to even get across the nation. Much of the nation had no idea what was happening in other parts of the country. Nation is very fragile at this time: foreign. British to the north in canada and even still in pittsburgh.
