Enlightenment reforms, but they make raising revenue and armies easier. Fall of napoleon: height of power (1809-1812, at war with britain, bans british goods, britain relies on commerce. Take out the commerce, you take out its lifeblood: russia does not aid napoleon in helping to keep out british goods, Invades russia in june, russians don"t fight back. Russians burn all resources that may be available to napoleon: russians decide to retreat all the way in and then leave napoleon"s army to the weather, battle of borodino (sep. 7th 1812), bloodiest battle in napoleonic history.
