New states were troubling to congress/northern republicans because: same people before civil war were still in charge and now has more power in congress due to slave population representation (more population, more representation) Johnson did this without congress in session: states passed black codes , discrimatory laws against blacks. Freedman"s bureau- assistance program that helped former slaves with education. If a states disenfranchises blacks, it also doesn"t give them representation in. 14th amendment- gives aa citizenship but no right to vote.
