Oil embargo on japan- meant to not be a full embargo, hardliners (secretary of state) cut off all oil. Japanese navy planned to attack, never got approved. Best viewed as a mutual failure of deterrence. Us sought to prevent japanese expansion through military deterrence and an oil embargo. European militaries and the origins of wwi. If provoked significantly can launch a dangerous war out of desperation. European militaries had immense standing and prestige. Cult of the offensive: false claim that in warfare the offense had the advantage and that conquest was easy. Empires are valuable, returning large rewards to their processors. War is beneficial, cheap, uplifting, noble, fun, a fine thing needed. States tend to jump on the bandwagon and concede to big-stick diplomacy, intimidation wins friends. Other states are hostile, hence war is inevitable, hence war should be instigated if good conditions for it arise.
