Measurement: systematic observation and representation by scores or empirical observations should be made to measure the occurrence of an attribute or a behavior. Measurements to be useful in providing scientific explanations for political behavior must correspond closely to the original meaning of the concept. Quality of measurements judged with regards to (1) accuracy and (2) precision. Weigh yourself at home, go to gym and weigh there and get: (3) split halves method apply two measures of the same concept at the same time and compare results of the 2 measures. Need to know the meaning of the concept being measured and to measure the concept it is supposed to measure whether the information being collected is germane to that concept.
