Willingness and ability to direct enterprises in a way to realise these possibilities. In 1930, they had objective possibilities, but lacked the ability to make use of and manage them. Increase not as significant as had been promised. Russia has the possibilities needed to (over)fulfil control figures for 1931: Government desirous and capable of utilising these natural resources for the benefit of the people. Government has support of the vast masses of workers and peasants. Free of crises, unemployment, waste, destitution among the masses. Most concentrated industry, built on the basis of the best technique. Ensures productivity of labour, fast rate of accumulation. But russia doesn"t yet have the ability to use these possibilities. Factories, mills and mines are not properly managed. As bolsheviks, we must say this plainly and frankly.
