Social cost model: a way of measuring the total costs to individuals, institutions, and society as whole from the costs of premature death and of disability. Used to assess many negative social phenomena, of which impaired driving is just one, that cut short lives, create disability, and negatively impact on communities. Substance use becomes a social problem, usually defined as abuse, when it interferes with the well-being of individuals and the societies in which they live when it jeopardizes health, safety, work and academic success, family, and friends. The term reasonable excuse refers to an inability to comprehend the demand or to physically comply with it. Drug: any substance other than food that alters the structure and functioning of a living organism when it enters the bloodstream. Drug use is one of the top 20 risk factors to health globally, and among the top 10 in developed countries.
