Colonialism was a system which functioned well in the interests of the metropoles. Capitalism did bring social services to european workers. The limited social services within africa during colonial times were distributed in a manner that reflected the pattern of domination and exploitation. Medical, maternity and sanitation services were all geared towards the well being of the settlers. The government committed itself to pursuing the odious policy of apartheid, which meant separation of the races so as to better to exploit the african people. Socio-economic services to decrease in colonies or areas which produced few goods to be shipped abroad. Particular regions needed to be opened up to import export activities where exports were not available, roads and railways had no place. The only slight exception is that certain roads and railways were built to move troops and make conquest and oppression easier. The financial institutions of colonial africa were even more scandalously neglectful of indigenous african interests.
