Us think tanks are large and involved in policy making. Has more decentralized and fragmented political system compared to canada. Party unity, cabinet solidarity, presence of permanent senior civil service that make policies limits the role/need for think tanks. Us think tanks may have more opportunity to in/directly influence policy than canada and face fewer constraints conveying their ideas. Canadian think tanks have contributed a lot of policy, especially environmental, less visible. Amount of media exposure think tanks have, the more effective they are. Some organizations possess characteristics that are common to more than one type/wave of think tank. All conduct research to support their claims. Main difference is how much emphasis is put on research vs political advocacy. Adapt their ideas to be more competitive. Waves have not been replaced but they coexist. We do not know when think tanks first emerged because it is not clear what constitutes a think tanks.
