Government: any mechanism through which ordered rule is maintained, its central features being the ability to make collective decisions and the capacity to enforce them, core functions make laws (legislation), implement laws (execution), and interpret law (adjudication) Political system: a network of relationships through which government generates outputs (policies) in response to inputs (demands/supports) from the general public. And who benefits: believed government could be placed in the hands of a single individual, a small group, or many. Locke: sovereignty resided with the people, not the monarch, advocated a system of limited government to provide protection for natural rights, critic of absolutism. Absolutism: absolute government/monarchy, unlimited right to rule. Regimes of the modern world: western polyarchies, polyarchy rule by many, government is based on election where the elections are free/fair. All adults have the right to vote, and the right to run for office is unrestricted.
