Evaluation: process of determining value of a program or its components. Formative evaluation: quality assessment & program improvement. Begins when programs are forming and continues till the program ends. Sometimes used interchangeably w/ process evaluation (though not the same). Summative evaluation: determining effectiveness of the intervention and how much awareness/attitudes/behaviours/ or health status changed. Requires a baseline value to measure against: usually mortality/morbidity values. Assess the implementation process in general, fidelity, mechanics, relationships among components & is not focused on improving the quality of a program while it progresses, but rather measures how well program implementation occurred. Data are collected throughout even though this represents a process of looking back after implementation. E. g. how many products/services/people were a part of the program. Some hp programs focus too much on this evaluation. Impact evaluation: immediate measures such as behaviour or attitude change. Outcome evaluation: measures end points like disease/injuries etc. Framework for program evaluation: engage stakeholders: more likely to support evaluation.
