Often times it is obvious a program needs to be put in place (e. g. if community immunization is less than half the average, obvious a program must be made). The need for creating a rationale to gain the support of decision makers: Most important that program has support from highest level (i. e. administration, chief executive officer, church elders, board of health, board of directors etc. ) Support usually means range of things: organizational policies, program and concept visibility, personal involvement of key managers, organizational power etc. Decision makers must clearly perceive benefits in order for program to gain proper support and resources. Without support of decision makers, it becomes impossible to implement a program.
