Local law is more ubiquitous and powerful than people think. No good general account of what local law does and how municipalities use their legal tools existed. More systematic reflections on local law and urban governance are surprisingly scarce. The laws and regulations change from city to city: ex, can"t sit or lay on sidewalks in san francisco from 7am to 11pm. Fines stay relatively the same from town to town. The city however is in charge of things like: standards for drinking water, building codes, recycling system, restaurant health inspection and traffic rules. Homeowners are responsible for their property as well as the sidewalks adjacent to their house. States are legal-political entities that encompass and govern territories and populations. Local authorities for the most part are concerned with regulating space and activities and providing services to property, and they bear on individuals and their acts, and on populations and their loyalty, only indirectly.
