Inclusionary boundaries are constructed to regulate and control specific sets of people and resources within those boundaries. Exclusionary boundaries are designed to control the flow of people and resources across these boundaries. Creation of boundaries is important in making territories; Territory is a delimited area over which a state exercises control and which is recognized by other states. Boundaries can control immigration and imports, can separate tax structures or resource availability.
