Prime minister: head or chair of the cabinet, sometimes described as first among equals , but is misleading because pm is preminent among ministers. In traditional constitutions pm may determine the membership and size of the cabinet, the style of decision making and the structure. Om holds the position of head of state: a formal executive performs mainly formal and ceremonial functions. Tories, democrats vs. republicans, liberals vs. conservatives: first pass the post (fpp) is necessary in all candidate with the most votes wins. Institutional: the presence of a proportional representation system that: does not provide the premium that winning parties rely on to. 2: allows smaller parties to become established because it get their majority treats all parties fairly. Why not a coalition: why was a coalition government not formed, system expectations. Each electoral system generates expectations about what type of government is normal.
