In 1993, task force met under auspices of national adolescent perpetrator network to develop consensus of state of the art in providing comprehensive systemic responses to juvenile perpetration of sexual crimes. Task force acknowledged there was insufficient empirical research to guide many of their assumptions & recommendations & that they were on most party relying on clinical experience. 3 assumptions have had profound impact on treatment, management, research w/ youth who have perpetrated sexual harm. Juvenile sex offenders are a unique class of juvenile delinquent. They require specialized, intensive, offence specific intervention to desist from future sexually harmful behavior. Treatment of sexually abusive youth requires nontraditional techniques & may run counter to original professional training. Majority of sexually abusive acts against children committed by other children/juveniles. Given high rates of sexual abuse in u. s. , intervening on children committing sexual acts of aggression/adolescents who have sexually offended (asos) is pressure point for ending sexual abuse.
