Europe crawls ahead by megan rowling: the level of representation of women in politics is slowly rising in europe. One explanation for this is that many european countries use proportional representation, where the parties get allocated seats based in the number of votes they win. People are more likely to vote for a female candidate when there is more than one seat per constituency allowed: sweden has the highest proportion of women parliamentarians in the world (42. 7%). Denmark takes second place (38%), followed by finland and norway (36. 5%). In france, women accounted for only 10. 9% of national assembly members. As of 2001, to secure political parity, half of all candidates in national assembly elections and most local ballots must be women. They suggest that the use of quotas, or positive discrimination, is necessary to work towards equal opportunities between men and women. This is a problem, because it may lead to a regression of any progress made.
