In early days of pr, state leadership was unified and society relatively calm/optimistic. Industrialisation and rural co-operativisation created divisions within the leadership and society crisis management. Rapid and ill-prepared political offensives to overcome inaction followed by clean- up ops to correct excesses and mistakes. In socialist education mvt, urban-based task forces of party/govt officials were sent to countryside to stop decline of collective farming in the wake of the great leap. Forward: liuists work teams operated top-down, carrying their own investigations and replacing grassroots officials when necessary, maoist work teams worked from below by mobilising mass movt to attack all seen as reactionaries (pb of class struggle) Rival task teams often clashed: during cr, mao concened with the need to balance local initiative with central control, popular initiative with party leadership, individual with collective interests, expertise with common sense, chaos with stability. Concerned with de-politicisation: withdrawal of the state from many spheres of private life.
