Represented an attempt to express the growing sense of economic unity of society and add a social function to democracy. It was opened in the theory that dependence of classes on each other is reciprocal. Hull house was once in the suburbs but since the city has now expanded it now corners three or four distinct foreign colonies. Between halsted street and the river live about 10,000 italians. On the west and father north streets are proper speaking english families who have lived in the neighbourhood for years. The streets are dirty, the number of schools is inadequate, factory legislation is unenforced, the street lighting is bad, the paving is bad, and the laws of sanitation are bad bad. Older and richer people move away as fast as they can if they can afford it and this makes room for newly arrived emigrants.
