Puzzle: a great deal of politically motivated violence in the contemporary world is committed by or directed against non state actors, particularly rebel groups engages in civil wars or terrorist networks. Civil war: a war in which the main participants are within the same state, such as the government and a rebel group. Interests of con ict arise from two sources: grievance and greed. Grievance can arise when the policies of the government discriminate against members of a particular group, such as by repressing a culture or a language. Greed refers to a group"s greater share of the pro ts from natural resource extraction or privileged access to jobs and governments largesse. Con ict interests arise from economic, social, well-being, autonomy and power interests. When they lead to war, there are three options : try to leave the state/ try to alter there policies/ try to take over the state.
