we also know by electronic configuration that,
Valence electron for Hydrogen = 1
valence electrons for carbon = 4
valence electron for flourine = 7
valence electrons for oxygen = 6
have total valence electron 1+4+7+6 = 18 electrons
Carbon is the center atom due to the less electronegativity.
