The ionization energy can be defined as the energy required to remove the valence electron from a neutral gaseous atom. The first ionization energy is related to the removal of electron from a neutral atom whereas the second ionization energy is related to the removal of electron from the cation.  

Thus, in general the second ionization  energgy is higer than the first one because it require more energy to remove electron from cation due to high nuclear charge.
