So when there is no friction, all the potential for ice skating turns into kinetic energy but when there is a collision part of the potential energy changes in the form of heat energy and the remaining part converts into kinetic energy.

When a skier hits a snowdrift, all the kinetic energy converts into the kinetic energy of the snowdrift and heat and the skier relaxes.
