If we ignore air resistance, we can apply the law of mechanical energy conservation. The initial kinetic energy depends only on the initial speed of the balloon and not on the launch angle. Therefore the initial mechanical energy of the balloon is independent on its launch angle. The final mechanical energy of the balloon is just equal to its final kinetic energy (since height is zero) and due to mechanical energy conservation this final kinetic energy must be equal to the initial mechanical energy. So the final kinetic energy does not depend on the launch angle as well and it is completely determined only by height and the launch speed. The mass would eventually cancel out in all of the calculations (since both KE and PE are proportional to mass), so only from launch speed and launch height it is possible to find the final speed so it must be the same for all objects that have the same values of these two initial parameters.
